FOIA Request to California State University Chico Regarding Chinese National Students on June 3, 2025.
As part of our commitment to providing comprehensive and accurate news coverage on local governmental affairs, we at Chico Times have submitted a Freedom of Information Act (FOIA) request to California State University Chico. This request seeks information concerning the university’s Chinese National students and related policies.
The request includes several specific inquiries:
1. We are seeking documents or lists that detail all current students who are Chinese Nationals, along with their respective departments of study. If such information is protected, we have asked for the total number of these students and a breakdown by department.
2. We have requested documentation showing all current Chinese National students, the scholarships they receive, and the sources of these scholarships.
3. In addition to the above, we are interested in identifying recipients of any scholarships granted by entities affiliated with the Chinese Scholarship Council. If this overlaps with our second request, we have asked for clarification on which scholarships meet this criterion.
4. Lastly, we seek any policies or procedures that outline how the university monitors its students—including Chinese Nationals—to safeguard its Intellectual Property and other confidential information.
This request is made on behalf of The Coalition Opposing Governmental Secrecy, a non-profit organization dedicated to investigating state and federal governmental agencies through Freedom of Information and Sunshine Laws. As media professionals involved in gathering and reporting news to the public, access to these records is crucial for holding public institutions accountable and ensuring transparency.
