James Gallagher, a Republican member of the California State Assembly and Minority Leader, used his Twitter account on July 15 and 16, 2025, to comment on recent political developments involving redistricting and constitutional provisions in California.
On July 15, Gallagher credited Republicans for their role in maintaining certain legislative provisions. He stated, “And it would have never happened without Republicans righteously calling out and exposing the insanity of crazy but powerful Democrats who wanted to remove those provisions. You’re welcome.”
Later that day, Gallagher criticized Governor Gavin Newsom’s stance regarding California’s constitution and its independent redistricting commission. He wrote, “Gavin with the veiled threat to undermine our constitution and the independent redistricting commission.”
On July 16, Gallagher suggested he was developing an alternative approach to redistricting. He posted, “I have an idea for an even bigger redistricting plan. One that would free us from tyrants like Gavin Newsom. Stay tuned.”
The independent redistricting commission referenced by Gallagher was established by California voters through Proposition 11 in 2008 and expanded under Proposition 20 in 2010 to draw state legislative and congressional districts instead of the legislature itself. This system was designed to reduce partisan gerrymandering by placing district-drawing authority in the hands of a nonpartisan body.
Gallagher has previously been vocal about protecting institutional checks against what he describes as executive overreach in state government.
