James Gallagher, California Assembly Republican Leader and representative of the state’s Third Assembly District, shared several policy positions and legislative updates on his social media accounts between January 13 and January 14, 2026.

On January 13, Gallagher outlined his approach to balancing the state budget. In a post, he wrote: “Balanced Budget Recipe: 1. Eliminate fraud and waste. 2. Stop funding illegal immigrant healthcare. 3. Implement zero based budgeting, focus on core services. 4. Shift money away from high cost rail to high speed wildfire prevention.”

Later that day, Gallagher announced progress for AB 1091 in the legislative process: “I’m happy to share that AB 1091 passed the Assembly Transportation Committee! The bill allows Californians to purchase 8-character license plates and specialty plates supporting local fairs, agriculture, and open spaces. Championed by Doug LaMalfa for years, I’m proud his vision” (posted January 13).

On January 14, Gallagher commented on national immigration policy discourse with another statement: “This is true + the hypocrisy of deportations only being inhumane when Republican Presidents do them.”

Gallagher serves as California Assembly Republican Leader and represents Butte, Glenn, Placer, Sutter, Tehama and Yuba counties (official website).
